Joy said prior committee work began in 2020, stalled during personnel changes and COVID, resumed in 2023 and produced draft language that was reviewed by counsel. He described the committee’s strategy of assembling related material under single headings (for example, putting all commercial items together) and said the current edits aim for clarity and enforceability.
Residents at the meeting—some of whom served on earlier iterations of the committee—expressed frustration about changes to the committee’s makeup (from nine members to five) and about being removed from the process. Amy Troupe, who said she had participated in the earlier nine‑member effort, argued the town needs practitioners with zoning experience on the review committee (planning‑board members and zoning enforcement officers) rather than only finance‑committee representatives. She tied the committee history to a contentious local development (Thorndyke) and urged careful review of removed provisions.
Selectmen asked Joy to provide a dated draft and to get planning‑board objections in writing so the board can review specifics and determine the committee’s composition and charge. The selectmen agreed to invite Joy and members of the former committee back for further discussion and to decide whether to reconstitute the committee and how many members it should have.
No bylaw language was adopted at the meeting; the board directed staff to accept a dated copy of the committee’s draft and return the matter for consideration at a future meeting.
