TR Clausen (Greystar) and project consultants described a pedestrian‑oriented retail edge and a central green, but council members pressed on several issues: whether a driveway/fire access through the middle of the site was a necessary safety measure or a design choice, how the building’s highest points would compare to City Hall sightlines, and whether the proposed tree‑save area could survive construction impacts. Council members asked the applicant to produce relative elevation renderings showing sight lines from City Hall and more detailed plans for pedestrian/vehicular separation before any final vote. One council member warned that the current package felt like a "bait and switch" compared with earlier visioning materials that had no road through the middle of the master plan.
