The committee continued a Special Permit application from Breanna Wilson to operate a kennel for four dogs at 54 Chester Street to the July 29, 2026 Zoning Committee meeting and requested up‑to‑date inspections by the Health Department, Fire Department and T J O'Connor. The record includes multiple Health Department documents dating from 2021–2025 listing complaints for trash, overgrowth, unlicensed livestock and rodents; a September 10, 2025 letter ordered removal of animals by Sept. 22, 2025 and warned of penalties.
Several neighbors spoke at the hearing. Virginia Degutis described ongoing yard and rodent concerns; Laurie Cole said she has filed numerous complaints and alleged noise, rodent problems and that a neighboring child was nearly bitten; Steven Gray and others said they had not observed problems and defended the household. Councilor Joel McAuliffe said the committee needs evidence the property has adequate infrastructure for a kennel, and Councilor Susan Goff asked staff to supply inspection reports and specific recommendations before any license is issued. The committee voted to continue the matter to July 29 and asked Health, Fire and the inspector to report back.
