Finance Director Steve Presley told the committee the recent income tax increase is earmarked for Fire Department operations, including staffing the proposed second station, while construction costs would be paid from Tax Increment Financing (TIF) funds and future bond issuances. Presley said the City expects to use bond anticipation notes for short‑term financing and later issue longer‑term bonds once total construction costs are known.
Chief David Swope told the committee the department currently has 39 firefighters (12 on duty) and that opening the second station would require hiring roughly six additional firefighters to achieve staffing targets (about 14–15 per shift, with minimum staffing at each station). Officials discussed procuring an additional fire engine and remounting an ambulance box onto a new chassis to align equipment readiness with station completion.
