Law Director John Gasior introduced Ordinance No. 7-26 proposing the hiring of the Truax Law Group, Ltd., as outside special counsel to advise the City on contracts tied to the design and construction of Fire Station No. 2, including the Perspectus agreement and a future construction manager at risk. Gasior said specialized counsel is important given the anticipated contract complexity.
Phil Truax, present at the meeting, described the recommended two‑phase approach to the Perspectus engagement and emphasized limiting the initial scope to programming and schematic design so that if site selection changes (for example due to Columbia Gas easements or negotiations) the City minimizes wasted, site‑specific design costs. Gasior said the initial Perspectus contract would be approximately $225,000 or less and that a finalized Exhibit A should be available before Council votes the following week.
