Council awards Rumpke contract and sets new trash collection rates

Franklin City Council voted on June 15 to award a three-year contract for solid waste and commingled recyclables collection and disposal to Rumpke of Ohio, Inc., the sole bidder on the procurement. The council also adopted Resolution 2026-44 setting new residential collection rates to align with the contract term.
The clerk’s journal records the new unit rates as $19.00 per unit for 2026–27, $19.76 for 2027–28 and $20.55 for 2028–29; the current rate under the existing contract's last optional renewal was $16.97 per unit (not including a $4.75 administrative fee). Vice Mayor Todd Hall moved the contract award and Robert Lipps seconded; both the contract award (Resolution 2026-43) and the rate resolution passed by recorded vote.
Council members noted Rumpke was the only bidder during the May 20, 2026 bid opening; no public opposition was recorded in the meeting minutes. Staff will implement the new billing rates when the contract begins October 1, 2026, and continue to monitor service and participation in recycling programs.
