Council President opened a roll-call appointment to fill the Ward 5 unexpired term and asked members to indicate their choice by last name. After members cast votes by name, Council President announced, "Congratulations, Rick," and invited Rick Raley to take the oath of office.
The clerk read the list of applicants and confirmed residency and elector status for eight candidates. The council then conducted a roll-call selection and appointed Rick Raley to the Ward 5 seat. The oath of office was administered by the law director and council members offered brief thanks and welcome to the new council member. The appointment fills the unexpired term through Dec. 31, 2029.
