The Dell Rapids City Council voted to create a Downtown Vitality Committee, described by council members as a focus group that will not have a budget or authority to enact projects but will gather ideas and make recommendations to the city. Council members said 11 applicants applied and the group should include citizens, property owners and business operators with a stake in downtown.
Council members noted they are not voting members of the group and that the committee will select a chair. One council member said the group could provide creative ideas "for how we could move forward" on downtown vibrancy and recommended returning with proposals by the end of the year. The motion to reestablish the committee was made, seconded and approved by voice vote.
