Kingsford council approves hiring Letter of Understanding to reflect certified experience for new public safety hires

The council approved a Letter of Understanding (LOU) for Public Safety hiring that permits the administration to start newly certified police employees at a pay rate (capped at three years) and vacation accrual rate (capped at two years) based on their full years of certified law enforcement experience.
Public Safety Director Brandon Rutter proposed the LOU and the minutes record that it had been reviewed and agreed to by the Public Safety Officers' Association and supported by the Personnel Committee. Council Member Michael Flaminio moved to approve the LOU; Cynthia Dixon-Miller seconded and the motion carried unanimously.
Council discussion was brief; the LOU will be used administratively to set starting pay and vacation accruals for incoming certified officers consistent with negotiated and committee-reviewed terms.
