Target grading begins; retailers and Comprehensive Plan public meeting announced

City officials reported grading has started at the new Target site on Harrison Avenue, 5/3 Bank will be a tenant, Valvoline will occupy the old Taco Bell site, Modern Era Hair Salon is moving to the district, and a public presentation of the finalized Comprehensive Plan is tentatively scheduled for April 1, 2026 at Hearth Brewing.
Council member Patty Van Cleve reported that grading has begun on the new Target store site on Harrison Avenue and that 5/3 Bank will be one of the tenants at Target. She said Valvoline will occupy the old Taco Bell location and Modern Era Hair Salon will open near the gazebo in the District. Van Cleve also said the Comprehensive Plan has been finalized except for zoning and a public presentation is tentatively planned for April 1, 2026 at Hearth Brewing at 6:00 p.m.
Van Cleve announced a District event planned for March 28, 2026 featuring craft beers and musicians; the start time will be announced later. The Tree Board’s Arbor Day celebration is scheduled for April 28, 2026 at 7:00 p.m. at the Harrison Public Library. These economic-development and community events were reported during the council’s member reports segment.
