Pine County adopted its 2025 property tax levy at $22,786,839 and approved the 2025 county budget after a staff presentation that noted only minor adjustments from the truth‑in‑taxation materials. County Auditor‑Treasurer Kelly Schroeder told the board she identified specific expenditures to be paid with $1,000,000 of ARPA funds so auditors can verify appropriate invoicing; the expenditures named include Teamsters health insurance and medical services for prisoners.
"We had moved $1,000,000 of expenditure or of revenues from ARPA into the general fund…By identifying those specific expenditures, it doesn't mean they were unbudgeted…I have to be able to give them invoices you paid with those funds," Schroeder said. Commissioners moved and adopted Resolutions setting the levy and adopting the budget; both motions carried. Staff said any remaining ARPA funds would be applied to the same expenditures in 2026 and that identified invoices would be provided as audit evidence.
