City staff presented an interlocal agreement with the Puget Sound Emergency Radio Network (PSERN) to authorize rebroadcasting PSERN signals inside Federal Way City Hall and to Decatur High School via the city’s distributed antenna system (DAS). Thomas Fickner explained the DAS was originally installed in 2004 to fix local portable radio coverage and that the proposed agreement will require the city to perform annual preventive maintenance and testing.
“We installed that with partnered with the school district in the city,” Fickner said, describing how the donor antenna on City Hall provides signal to the building and then via fiber to Decatur High. He told the committee the agreement itself does not cost the city but the required maintenance/inspections do—approximately $3,500 per year—and staff will ensure the system does not interfere with the public‑safety network. The committee moved and carried a motion to forward the agreement to the Aug. 11 consent agenda.
