Dawn read a proposed schedule for recurring events: applicants would submit annual event permit materials on or before January 15; the Downtown Revitalization Committee (DRC) would convene to review recurring applications and engage departments by January 31; and the DRC would submit recommendations for approval or denial to the town council by February 15. "For each calendar year, the requester shall submit a completed event, signs, permit, and I do have to kinda change the permit application name here in the middle," she said while reviewing the text.
Members raised concerns that the timeline could limit spontaneity and that some annual events (March or earlier) could be affected. The committee agreed to add a separate paragraph addressing pop-up and spontaneous events (shorter lead time), to keep a 45-day minimum for most nonrecurring events, and to preserve the DRC review and departmental input process for cases that require town resources (police, fire, traffic control).
