The Saratoga Springs Planning Commission on July 30 approved the preliminary plat for Riverwalk Phase 1, a single‑family residential plat north of Pioneer Crossing adjacent to the Jordan River, subject to technical corrections and updates to the Jordan River stabilization plan.
Senior planner Austin Roy (covering for absent staff) explained the application: Phase 1 plats the developable, non‑wetland areas now while wetlands and associated mitigation are reserved for a later phase. The proposal includes riverfront open space with a hard‑surface trail, benches, bicycle parking and two pavilions; a temporary trail easement will connect Riverside Drive to the open‑space amenities.
Roy noted two "shall‑comply" items in the staff report: a correction to a data table in the site plans and required updates to the Jordan River stabilization plan; both must be addressed prior to final plat submittal. Traffic analysis was discussed: staff and the traffic engineer concluded the routing and volumes are acceptable for Phase 1, though commissioners raised questions about traffic impacts in Phase 2 and the need for UDOT improvements near Pioneer Crossing.
Commissioner Rather moved to approve the preliminary plat with the findings and conditions in the staff report; Commissioner Wheldon seconded. The motion passed unanimously. Staff will require the data‑table correction and the Jordan River plan updates before the final plat is accepted.
Next steps: applicant must complete the technical corrections and Jordan River stabilization plan updates; future phases that include wetlands mitigation will return for review.
