Public comment at the start of the meeting focused heavily on the proposed recovery facility at 224 East Central. Speakers included neighbors who described proximity to schools and local clinics, residents who said the facility is needed, and local service providers who described both capacity shortfalls and concerns about security.
George Theo Harris said he had met the operators and concluded they were truthful and that a recovery center was needed; he observed that roughly one in five local residents may have alcohol or drug problems. Steve Church, a vice president at the Union Rescue Mission in North Wichita, said the facility was a 'pristine' operation based on a tour but cautioned that such centers can become a magnet for attempts to access medication if security is insufficient: "It will become a magnet." Pastor Ben Griffiths, a recovery pastor at Hope Community Church, urged the city to support treatment options and said the church would partner to provide support for residents in recovery.
Other residents, including Kelly Ochsner, said they supported recovery services but believed the specific site — close to schools, clinics and retail — was inappropriate and raised fears about possible proximity to individuals with criminal records. The public comments set the tenor for the later quasi‑judicial hearing and council debate, where issues of evidence, enforceability of operator assurances and permissible zoning conditions were central.
