The Andover City Council accepted dedication of land and approved the final planned unit development for Jaguar Estates, which will convert a vacant parcel at the corner of Archer and Concord into 14 duplex buildings (28 dwelling units) with internal parking and drainage reserve areas.
Julie Boyd, the city’s planning and zoning administrator, summarized the project and noted water and sewer are in place and that some adjoining portions of Concord Road and McCandless Drive will be paved for access. City engineering staff explained that per city policy sanitary sewer, water and drainage costs will be paid in full by the benefit district; paving of Archer and Concord will be split 50/50 between the benefit district and the city at large, a program that applies to unimproved streets in Andover.
Council also approved a consultant services agreement with Garver LLC for design and construction phase engineering for the Jaguar Estates public improvements with a not‑to‑exceed amount of $196,120. Council approved the plat, the petitions and the work ordinance authorizing construction; motions passed by voice votes as recorded in the meeting.
