Committee pre-files resolution backing 10-year PILOT for Apap Land Management

Bill Nulk, chairman of the Putnam County Industrial Development Agency (IDA), told the committee the IDA can offer tax abatements that helped keep two expanding companies in Putnam County and said the PILOTs are a standard 10-year incentive. "New York State allows the IDA to operate with the authority to give tax abatements without going to the Legislature," Nulk said and asked the committee—as a courtesy—to approve the PILOT for Apap Land Management LLC.
Legislator Regan expressed concern that a decade-long PILOT could shift part of the tax levy burden to residents and asked whether the other taxing entities (town and school) had approved the agreements. Legislative Counsel Heather Abissi responded that it is a mistaken premise to assume the County is simply losing money because PILOTs put businesses on previously vacant, untaxed land and can generate additional local economic activity. Chairwoman Russo moved to pre-file the resolution for the Apap PILOT; the motion was seconded by Legislator Crowley and recorded as "All in favor."
