Board approves several licensure applications after executive session; one preliminary denial retained

The board considered multiple individual licensure matters on Nov. 21. The board found New Hampshires Licensed Alcohol and Drug Counseling license equivalent to Maines Certified Alcohol and Drug Counseling license for applicant Melissa Barbour; members voted unanimously to permit Barbour to withdraw and reapply for the certified credential and to approve that application if other qualifications are met.
The board held executive sessions to review confidential health information for applicants including Randy Beard and Christopher Donnarumma (entered pursuant to 1 M.R.S. §405(6)(F) and 22 M.R.S. §1711-C). After exiting executive session, the minutes record motions to approve several applications "as the applicant has shown they are sufficiently rehabilitated to warrant the public trust." On Randy Beard the vote was recorded as 3 in favor with one recusal (Lisa Williams recused); Christopher Donnarumma was approved 4-0. The board approved Naomi Franciss application 4-0. For Leslie Leathers, the board retained a preliminary denial and added the ground that failure to disclose past professional discipline constituted "practice of fraud, deceit or misrepresentation" under 10 M.R.S. §8003(5-A)(A)(1); Robert Rogers recused on that vote. The minutes also show the board granted renewal to Kelly Stewart and reminded the licensee that a deferred disposition leading to a conviction would need to be reported under 10 M.R.S. §8003-G.
