The Winthrop Planning Board on Monday reviewed an application for 104 Memorial Drive from an applicant under contract to purchase the property and rebuild the dwelling using the existing foundation with a 12-by-20 deck addition. The applicant said he was "contingent on the ability to do some renovations to the property" and sought confirmation that permitting would be possible, adding he could provide corrected calculations quickly.
Board members and the town code official flagged errors and omissions in the submitted materials and discussed shoreland zoning thresholds. Committee members noted the impervious-area spreadsheet submitted July 9 omitted the two sets of exterior stairs and showed inconsistent driveway and deck square footage; the code official explained that when demolition or rebuilding exceeds a 50% threshold the planning board becomes the reviewing authority. The agency official urged vegetated buffers and erosion-control measures to reduce runoff and recommended the 8-by-8 shed be moved farther from the water if practicable.
A committee member moved to table the application for Map 37, Lot 6 "until we have a complete plot plan" that corrects the driveway and impervious calculations, shows the stairs removed, relocates the shed and proposes a vegetated buffer; the motion was seconded and the board voted to table. The Chair announced the motion carried and placed the item first on the agenda for the board's extra meeting next Wednesday so the applicant can provide the revised materials. The board emphasized that because the applicant has not yet completed purchase-related work, staff will accept the corrected plot plan and supporting erosion-control notes before the board takes final action.
