During the workshop a member proposing the RFP language suggested adding a renewal clause; the board agreed to the phrasing "which may be renewed for up to 2 years." "Which may be renewed for up to 2 years," the member said as they redlined the document. Chair (Speaker 1) said he preferred a single annual contract: "I'd rather go on a total contract price myself," explaining that a per-storm approach would require the board to decide for each event.
Staff and select board members discussed operational details: prioritizing clearing during daytime hours (recommended 5 a.m. to 8 p.m.), limiting heavy equipment on sidewalks, and a requirement that contractors provide and pay for salt and sand from their own stockpiles. Board members also debated setting a numeric cap on snow banks and chose instead a safety-focused standard: a "reasonable height to ensure visibility," to avoid disputes over measurement points.
Main Street sidewalks will remain subject to stricter handling; because there is nowhere to push snow, the board required that snow on Main Street sidewalks be removed from the area (e.g., loaded into a truck or trailer and taken to the town snow dump). The draft will mirror the road-plow contract for bonding language; members discussed whether to require a performance bond or a letter of credit and agreed to adopt the same performance-bond schedule used in prior road contracts.
The board directed the member who redlined the draft to circulate a marked PDF to members. The revised RFP will be provided to town administration (Courtney) for printing and inclusion on the next agenda for any remaining formal action.
