Ms. Hoover argued that written responses are insufficient to evaluate candidates and urged that any applicant who returns answers should be invited for an in‑person interview so the council can assess candidates directly. Members discussed whether to allow remote (Zoom) interviews, with Ms. Hoover favoring in‑person interviews to give local stakeholders a chance to meet candidates.
Council did not adopt a final rule on the number of candidates to interview; staff and legal counsel said the procedure could be refined before scheduling interviews.
