The Board of Zoning Appeals unanimously approved a use variance Feb. 17 allowing a barber shop at 916 E. Patterson St., a property currently zoned R-1 (single-family residential).
Shane Howard explained that the building had formerly been commercial but lost its commercial grandfathering after a year of nonuse; returning it to commercial use for a barber shop therefore requires a use variance under Sec. 1122.03 Land Use Tables. Howard told the board that parking and site-plan matters will be addressed during Planning Commission and site-plan review if the use variance is granted.
Applicant Jamar Watkins, sworn in at the hearing, said he has done extensive interior work and believes the building will pass electrical and plumbing inspections; he said he would install sinks and comply with licensing and inspections required by relevant boards. "I think it'll be good for the community," Watkins said, and he reported that neighbors expressed support. Watkins discussed seating and parking requirements, noting he submitted a plan for three chairs but acknowledged that two chairs could require four parking spaces.
No public opposition was recorded during the hearing. Chairman Brent Barnes moved to approve the use variance; Vice Chairman Mike Aeling seconded and the motion passed unanimously. The variance permits the change of use; the applicant must still obtain any required permits and comply with licensing, parking, and site-plan conditions before operating.
