Council holds first reading of vacant building registration ordinance

Katie Eadicicco, chair of the Laws & Contracts committee, introduced a first reading of an ordinance to create a vacant building registration system for the City of Reading. Eadicicco told Council her committee reviewed ordinances and programs from other cities and that the registration is intended to address blight, encourage development and improve safety; the item was declared a first reading only and no final action was taken.
"I hope everyone had a chance to review the ordinance and the provisions and requirements of the registration," Eadicicco said, inviting questions from Council. The minutes record that the proposal is intended to reduce boarded-up or run-down properties, which the committee said can depress neighboring property values and complicate emergency response.
