RUSO board cites Open Meetings Act, holds executive session on SWOSU presidency

At its Dec. 16, 2025 special meeting, the RUSO Board of Regents confirmed posting and notice under the Oklahoma Open Meeting Act and voted to enter executive session under 25 O.S. 307(B)(1) to discuss personnel matters related to Southwestern Oklahoma State University.
The Regional University System of Oklahoma Board of Regents began its Dec. 16 special meeting by confirming that the meeting notice had been filed with the Secretary of State and that the agenda was posted on the RUSO website and on the meeting-room door on or before Dec. 14, 2025, as required by the Oklahoma Open Meeting Act (25 O.S., Sections 301-314).
"Regent McDermott called the meeting to order and announced that the meeting notice was filed and the agenda posted in accordance with the Open Meetings Act. Joely Smith called roll for the meeting," the minutes state. Later, the board voted to enter executive session under 25 O.S. 307(B)(1) for discussion of the employment, hiring, appointment, promotion, demotion, disciplining or resignation of the president, interim president, and acting president of Southwestern Oklahoma State University. The motion to enter executive session was moved by Regent Lake Carpenter and seconded by Regent Amy Anne Ford and was unanimously approved.
The minutes record that the board later voted to exit the executive session and reconvene in open session; the exit motion was moved by Regent Amy Anne Ford, seconded by Regent Lake Carpenter and recorded as unanimously approved. The minutes do not include a public roll-call vote count for each member on these motions.
