RUSO Board accepts external audits, approves internal audit plan, fund transfer and one-time stipend

On Nov. 6, 2025 the RUSO Board approved the FY26 internal audit plan, accepted external audits by Forvis Mazars, approved a $1.5 million fund transfer for East Central University, and authorized a one-time employee stipend at Southeastern estimated at $170,000.
The Board voted unanimously to approve an engagement letter with Crawford and Associates and the FY26 Internal Audit Plan, and to accept external audits of RUSO and its six universities by Forvis Mazars.
Regent Susan Winchester presented the Audit and Finance Committee report. The Board approved East Central University's request to transfer $1,500,000 from E&G (290) to Capital Funds (295) to support stadium apartment renovations. Separately, Southeastern Oklahoma State University’s request to process a one-time stipend in November was approved: $300 for eligible full-time employees and $100 for regular part-time employees, with an estimated total cost of $170,000 funded with budget savings.
Winchester moved the audit and finance motions; the minutes record unanimous approval of the motions. The Board also approved Southeastern’s participation in the 2026 Real Property Master Lease Program and related financing resolutions discussed in the finance section.
