RUSO Board approves multimillion-dollar campus facilities projects, including UCO forensic addition

The Board of Regents for the Regional University System of Oklahoma on Nov. 6 approved a suite of facilities and capital projects across its six universities, authorizing contracts and budget increases for athletic, residence-hall, academic and infrastructure work.
Regent Amy Anne Ford presented the Facilities Stewardship report and moved the primary motions. The Board approved awarding Musco Sports Lighting LLC a $192,000 contract for East Central University’s softball field lighting, authorized up to $160,000 for associated electrical work, and approved a contract authorization not to exceed $1,300,000 to purchase and install turf on ECU’s football/soccer field. The Board also approved Northwestern Oklahoma State University’s Ament Hall residence-hall renovations with a funding authorization not to exceed $3,000,000.
University of Central Oklahoma received approval to select an architect and construction manager and negotiate contracts for a Forensic Science Institute addition not to exceed $10,000,000; the addition is described as roughly 12,000–13,000 square feet for laboratories and specialized classrooms. The Board also approved increasing the School of Design renovation funding by up to $5,000,000 (bringing the combined project approval to $8.3 million) and authorized up to $500,000 to upgrade campus telecommunication/data wiring across UCO.
Southeastern Oklahoma State University’s Main Campus Loop Road resurfacing and curb repair was approved at $180,000 with Miller Asphalt Co. listed as vendor under TOPS procurement; the Board also authorized solicitation and award of network infrastructure upgrades not to exceed $500,000 with CommScope certification and a 25-year warranty noted in the project description.
Informational storm-damage items were presented showing insurance-funded roofing and mitigation projects, with line items including $1,563,063.61 for stadium apartment roofing and $2,066,210.41 for the Hallie Brown Ford Fine Arts Center roof. All motions cited in the facilities section were approved unanimously.
The motions were moved and seconded on the record (for example, the Musco award motion was moved by Amy Anne Ford and seconded by Chuck Perry) and passed by roll-call vote.
