Halperin told attendees that anyone wishing to speak about agenda items should fill out a public comment card and submit it to the board secretary within 30 minutes after the meeting begins; speakers must state their name and address for the record and are permitted two minutes each as established by the chair. She also urged speakers to be concise, objective, and to avoid personal insinuations against the board or district employees; disruptions could prompt the presiding officer to ask security to remove the offender.
Halperin additionally encouraged groups with a shared concern to select a spokesperson to present on behalf of the group. The board counsel offered these rules at the start of the meeting to make the public comment process clear and to preserve decorum.
