Lynnwood council weighs whether to oppose county—public‑safety sales tax, seeks carve‑out or targeted return
Summary
Council President Coelho asked whether the council should take a formal position on a Snohomish County proposal for a 0.1% public‑safety sales tax that would stack on existing sales taxes. Members worried Lynnwood residents would bear disproportionate burden given the city's retail hub status and discussed pursuing amendments or a letter before a mid‑August county hearing.

Council President Coelho raised a county proposal for a 0.1% public‑safety sales tax that would overlay existing taxes, prompting a broad council discussion about whether Lynnwood should seek a carve‑out or a greater return of proceeds to retail hubs.
"We generate around 15 to 20% of [county] sales tax receipts for the entire county," Council President Coelho said, arguing a per‑capita split would shortchange Lynnwood because the city contributes substantial retail sales but represents a smaller share of the county population. Several council members said they would support a letter or an amendment proposal and asked staff to place the discussion on a work session ahead of the county hearing, which members said is tentatively scheduled in mid‑August.
Council members suggested options including a carve‑out for cities, a competitive grant program for cities from the county pool, or allocation keyed to the origin of sales. Council Member Lutweiler noted Lynnwood forecasts $3–4 million in annual sales tax proceeds and expressed concern about subsidizing unincorporated county services without a clear return mechanism.
The council did not vote on a position at the meeting but agreed to continue the conversation at an upcoming work session so the council could develop a unified message or proposed amendments prior to the county hearing.
