Residents urge Rowlett to repair aging Lake Bend and Bayview screening walls

Deandre Wright, speaking for his elderly mother, said the repeated collapses and an open gap in the wall create privacy and safety concerns.
Residents asked the council to prioritize immediate repairs and to avoid shifting costs to homeowners through mechanisms such as PIDs that could saddle fixed-income seniors with new assessments. Councilmembers acknowledged those concerns and sought staff direction on legal records and visible hazards; staff said the next step is an inventory and legal review to identify where the city has current or historic obligations.
