Plano ISD board renews District of Innovation plan, citing efficiency for class‑size waivers

The Plano ISD Board of Trustees voted unanimously on March 10 to renew its District of Innovation local plan for another five years, preserving nine exemptions that district staff said provide flexibility similar to charter operations. Assistant Superintendent Courtney Gober explained the renewal aims to reduce repetitive waiver filings and allow the district to operate more efficiently under certain Texas Education Code requirements.
During discussion Trustee Catherine Goodwin asked specifically about the class-size waiver exemption and how often campuses exceed the state cap for kindergarten–4th grade. Gober said the district has about 800 K–4 classrooms and exceeds the 22-student cap roughly 4–6% of the time, usually by one or two students, and described the DOI exemption as an efficiency measure so staff do not need to file individual waivers frequently. Trustee Lisa/Elisa Klein made the motion to approve the renewal; Trustee Sam Johnson seconded and the board approved the renewal 7–0. Gober said the renewed plan will be posted and submitted to the commissioner for filing per statutory procedures.
