Plano ISD trustees approve TEA hearing-examiner recommendation, personnel actions and settlements

The Plano ISD Board of Trustees on March 10 unanimously adopted the findings, conclusions and recommendation of a Texas Education Agency independent hearing examiner in docket 087LH122025. Board Secretary Tara Lance made the motion, which Board Vice President Nancy Humphrey seconded, and the board voted 7–0 to approve the recommendation.

Trustees then approved several additional formal actions. The board voted unanimously to terminate the probationary contract of Francine Kilgore effective immediately, following a motion by Nancy Humphrey and a second from Tara Lance. The board also approved a settlement proposal in case number 425CV04090 currently pending in the U.S. District Court for the Southern District of Texas, Houston Division; the motion was made by Sam Johnson and seconded by Catherine Goodwin and passed 7–0. Finally, trustees voted unanimously to renew the district’s five-year District of Innovation local plan, which preserves nine longstanding exemptions to certain Texas Education Code provisions.

These votes followed the district’s closed executive session earlier in the evening. Board President Lauren Tyra said the board had reviewed relevant records and afforded parties the opportunity to present arguments during that executive session before returning to open session and voting. The board recorded each motion and the votes in the minutes as passed unanimously.
