Scott Shubko, speaking on behalf of the event organizers, briefed the council on plans for a fundraising 5K and post‑race concert and asked for two temporary approvals: a Depot Street closure for the race finish and limited suspension of the open‑container ordinance to allow attendees to carry drinks within a fenced area. “Right now, were at 556 participants,” he said, adding later that registrations had been reopened quietly after “an overwhelming number” of signups.
Shubko described event logistics: using the LFG lot for food and vendor tents, removing larger tents from Spring Street to expand viewing space, bagging meters and preventing parking Saturday morning, hiring two police officers for the event, and using wristbands and signage to limit and identify alcohol purchasers. Councilmembers said the ordinance contains a mechanism to suspend open‑container rules for specific properties and asked staff to draft a resolution; they also noted that the licensee must obtain a temporary liquor permit from the state (LCB) and that a written borough statement will help the LCB application.
