Kevin told the caucus staff will request approval to file a CR105 expedited rulemaking package to align five sections of chapter 314‑55 with statutory changes coming out of three 2026 bills. He said the proposed changes are explicitly dictated in statute, leaving the board little discretion over implementation, and that staff would file with the Code Reviser's Office after tomorrow's board meeting if approved.
Kevin outlined the three statutory drivers: House Bill 1526 will permit snack‑bar licensees to serve wine by the glass; engrossed substitute House Bill 2476 raises the seat threshold for a spirits/beer/wine theater license from 120 to 200 seats; and engrossed House Bill 2681 increases license fees for cannabis producers, processors and retailers. Staff said a public comment period will run through June 20 and, barring substantive changes, they plan to request CR103 adoption at the July 1 board meeting, the earliest eligible date under the Administrative Procedure Act for expedited rulemaking.
