Industry split on volume pricing as LCB evaluates cannabis retail management rules

The Liquor and Cannabis Board's policy team told members that implementation of the cannabis retail management agreements (substitute Senate Bill 5403) is a heavy focus and has generated substantial stakeholder feedback. Kevin said staff held two stakeholder sessions in March and the written comment period closed the previous Friday; he reported "Of the 133 emails we received just last week, 78 were clearly opposed to volume pricing and discounts more generally, while 54 were written in support."
Kevin said staff are evaluating the feedback and that significant disagreement remains, particularly over discounts and volume pricing. He warned that, after accounting for duplicates, the submissions appear fairly evenly divided and that statutory ambiguity means it will likely take longer before a CR102 proposal is ready. The caucus discussed next steps for stakeholder outreach and the timing of future proposals.
