Crowley ISD announces four 'breakthrough' elementary schools, expands teacher incentives

Crowley ISD Superintendent Dr. Michael McFarland announced that, beginning next school year, Mary Harris, Jackie Carter, Jay Hargrave and Sycamore elementary schools will convert to the district’s new “breakthrough” model aimed at increasing instructional time and targeted supports.
"Starting the next school year, 4 of our elementary campuses, Mary Harris, Jackie Card, Jay Hargrade, and Sycamore will all become breakthrough schools," McFarland said, describing plans for 30 additional school days, higher‑intensity classroom supports and strategic partnerships. He said the four campuses would generate more than $4,000,000 that could be reinvested across the district to support those campuses.
The district said each breakthrough campus will aim to have at least 50% of teachers designated through the Teacher Incentive Allotment (TIA) and that the district currently pays 90% of the TIA funds back to designated teachers. Chief academic staff clarified how the designation works and how it follows teachers who transfer districts.
"Designations stay with teachers for 5 years," the district’s academic officer said when trustees asked whether a TIA designation transfers with a teacher moving to Crowley ISD. The officer added that the district will generate the allotment for a designated teacher who signs on at Crowley and can renew designations every five years.
Trustees praised the effort and asked staff to return with implementation details, including staffing, specific budgets and timelines before formal actions. The announcement was informational; no policy vote was taken on the breakthrough conversions at this meeting.
