He explained the program alternates between two sections of the city; this year Section 1 (the larger northern half) is planned and requires OSHA‑certified line‑clearance crews who contact property owners and may remove hazardous trees without owner permission when needed.
Testa emphasized the contractor is responsible for disposal of downed trees and chip removal; the Electric Department inspects the work. Chairman Tom Stugmyer reminded residents that the trimming clears branches near lines but not stump removal, which remains the homeowner’s responsibility. Council Member Chris Maxwell moved to forward the ordinance to the council agenda with two readings; Council Member Zach Berger seconded and the motion carried.
