Crestview proposes fee hikes, stormwater and utility increases to shore up funds if tax revenues fall

As part of contingency planning staff proposed several fee and rate changes intended to move costs toward users and stabilize fund balances. Key recommendations included raising planning and subdivision base fees, removing a longstanding 20% discount on building permits to replenish the building fund reserves, increasing the residential stormwater charge from $2.50 to $3.00 per ERU and raising the commercial ERU cap from 10 to 50, and a projected 10% water/sewer rate increase tied to Jacobs' rate study.
Levins said the goal is to make targeted adjustments that place the burden on users of specific services rather than the general fund. "So that is 1 of the things that is being, discussed very heavily by our neighbors, but also statewide ... putting the fee for that service back on the person that is actually utilizing the service," Levins said. Council asked staff to finalize formal fee resolutions and include them in the coming budget process and public hearings.
