Finance staff presented the five-year Capital Improvement Plan and a separate vehicle list; staff noted capital project needs averaging about $8–9 million per year (excluding large building projects) and emphasized vehicle and equipment replacement pressures. Trustees accepted the CIP for incorporation into the upcoming budget process.
Village Manager Joel also reviewed proposed organizational and functional changes to create greater segregation of duties in finance, an Information Services function, and potential new positions such as a grant writer, an additional arborist and a fire inspector. The board recommended the amended organizational structure be advanced to the 2027 budget process for funding decisions. As the finance presenter noted, capital needs across departments are significant and the budget will prioritize projects during the CIP review.
