City staff cautioned that intake numbers and long-term liability need clearer data and a formal rate structure. "We would want it to be a mutually beneficial agreement," Levins said, noting the project is in early talks and would return to council as an interlocal agreement with proposed cost-sharing terms. Councilmembers generally supported continuing negotiations, conditioned on clear financial terms and the city maintaining operational control of service levels.
