The Village Board authorized staff to enter into a design agreement with Barrientos Design and Consulting for the Public Works garage and yard expansion after a qualifications-based selection process. Staff described a multi-step selection that involved four solicitations, multiple proposals, interviews with two finalist firms and a selection team composed of operations and finance representatives; the team recommended Barrientos based on its experience with municipal public-works facilities and favorable fee proposal.
Village Manager Joel and staff told trustees that the full project is currently estimated near $30 million when complete and that design and engineering investment is expected to be approximately $1.5 million. Joel explained the selection rationales, including Barrientos’ experience with construction-manager-at-risk models and a working relationship with Ayers Associates, the village’s engineering consultant. A trustee moved to hire Barrientos and the board approved the recommendation; staff said next steps include contracting for design and soliciting a construction-manager-at-risk early in the design process. As Joel summarized, the estimated scale "to be closer to that $30,000,000 price tag, when it's all said and done."
