The Crestview City Council unanimously adopted Resolution 20‑26‑12 to approve an updated Local Housing Assistance Plan required by the State Housing Initiatives Partnership (SHIP) program.
Staff explained the plan is on a three‑year cycle and had been reviewed by the Florida Housing Finance Corporation. Two substantive changes were described: first, the program will allow rehabilitation work on owner‑occupied manufactured homes whereas the earlier policy limited eligible work to site‑built homes; second, staff proposed a tiered funding structure so that projects under $20,000 could be offered as a one‑time grant instead of a five‑year forgivable loan. "We were hopeful that doing it as a one‑time grant for some of those smaller projects, we'll be able to get some more applications and some more interest," staff said.
The council voted to adopt the resolution by unanimous voice vote (5–0). Staff said the update aligns the city's plan with state preferences and that the changes aim to increase program participation.
