Village approves engineering to add crosswalks on Cormier; TIF funds proposed to cover work

Village staff told the board that the east leg of the San Luis/Cormier intersection currently lacks ADA-compliant pedestrian accommodations (curb ramps, push buttons) and that a legacy pressure-reducing valve sits in an 8-by-8 underground vault where a curb ramp would go. Brian Rickert of Public Works said the vault is out of service but that removing it and installing compliant infrastructure could exceed $50,000.
Rickert said Ayers Associates provided two engineering proposals: approximately $22,000 to design the east-leg improvements and an additional $7,000 to study a possible mid-block crossing between San Luis and Oneida. He explained safety concerns about a mid-block crossing (hill and adjacent traffic) but said the bicycle and pedestrian committee supported studying it. Finance staff indicated the work could be funded from available TIF resources (TID 5). As Greg Wenholz put it, "Yeah, it falls under TID 3 or wait, TID 5, excuse me." The board voted to proceed with the east-leg engineering, to authorize the additional study of a mid-block crossing, and to pursue bidding and implementation timing during the budget/CIP cycle. Staff said implementation would likely be bid in winter to obtain competitive pricing.
