During the public‑comment portion, Mayor Carney introduced a visitor as Eric Medechee and invited him to speak. Medechee told the council he learned that an annexation affecting the rear portion of a nearby property had occurred without direct notice to adjacent residents: “The 1st annexation for the back part of this property went through without any notice to us.”
Medechee asked whether village policy requires notifying the homeowner directly when an annexation is discussed; planning staff responded that rezoning and annexation follow different notice rules and that annexation often does not require the same neighbor notification procedures. Planning staff said they would check the record and confirmed a surveyor has been engaged for a triangular parcel that had unclear ownership in city records.
Why it matters: residents expect direct notice when nearby property changes jurisdiction or zoning status; staff follow‑up will determine whether mailing or process changes are warranted.
