Airport apron and PAPI contracts awarded; AWOS grant application advancing with easement requirement

The Committee heard updates on multiple airport capital projects. City Engineer Glenn Davis said the Airport Apron contract has been awarded and a pre-construction meeting is scheduled; work should begin as soon as weather permits with expected completion late summer or early fall. The Precision Approach Path Indicator (PAPI) contract was also awarded but faces a longer timeline and could run into 2027.
On the Automated Weather Observing System (AWOS), Davis said the grant application requires a written easement from a property owner because the device requires a clear zone. "There was an aggressive schedule for completion of the application by May 1, but there was confidence this could be accomplished," Davis said. Director Matt Hiscock added the AWOS is not required for this airport but is preferred by pilots and that grant estimates include about $360,000 in 2025 and $200,000 in 2026 for design — roughly a half-million dollars, with about 95% FAA funding expected if the grant is awarded.
Staff also said a prior State grant application for airport fuel-farm improvements was not selected in the first round and that they will pursue a second opportunity. The Committee was advised staff will continue procurement and grant work and keep the Committee apprised of schedule shifts.
