East City Hall lot to be rebuilt but fencing and gate deferred due to budget

The Committee received an update on the City Hall east parking lot project, which staff said will be built in two phases to allow half the lot to remain open during construction. City Engineer Glenn Davis said the project originally included fencing and gating as planned safety features, but those elements were removed from the base contract after bids came in over budget.
Director Matt Hiscock said two alternates were funded but the larger fence-and-gate work could not be included without additional dollars. "The dollars for fencing and gates were taken out to lower the price tag," Hiscock said; staff suggested the work could be pursued in a later budget cycle or added if savings are realized elsewhere.
Staff also said some drainage and striping items were included in the base contract as alternates and were funded. The Committee was advised that the project will proceed but that full safety features may be phased in when funding permits.
