Resident urges the Plains to hold developer to road‑cleanup standards after yearlong mud on neighborhood streets

A Plain City resident who lives at 602 Florence Drive urged the council to investigate repeated mud and gravel tracked from the Madison Meadows construction site onto Leslie, Valerie, Florence and Caroline drives.
“I came down the Friday before Christmas and complained because it was so compressed and packed… the equipment that they contract out… couldn't even get it all off,” the resident said, adding the contractor D.R. Horton “could afford to clean the streets better for the amount of millions that they're making off the development.” She contrasted that with a recent water‑main contractor who swept daily.
Mayor (speaker 2) thanked the resident and said the council hears the concern and will get staff involved to look into possible remedies. Chief McKee (speaker 4) cautioned that certain enforcement powers are limited until streets are formally accepted by the village from the developer, but he said staff can pursue coordination and follow‑up.
The matter was not the subject of formal action during the meeting; councilmembers asked staff to research whether developer contracts include street‑maintenance clauses and to report back at a future meeting.
