Jennifer Rodriguez, the city’s legislative consultant, told the Coppell City Council on July 20 that Texas lawmakers will convene Jan. 12, 2027, and bill filing will start Nov. 9, leaving a narrow window for local advocacy. “Our legislature is convening in 168 days on January 12, 2027 for their hundred and 40 day legislative session,” Rodriguez said, outlining the calendar and the fast pace of filing and hearings.
Rodriguez reviewed highlights from the 89th session and told council members that the dominant statewide issues expected to shape next year include the state budget, additional property-tax relief proposals, and data-center legislation. She said data centers are drawing attention from multiple committees — finance (sales-tax exemptions), natural-resources (water) and utilities (electricity) — and predicted “a lot of data center bills filed” and likely at least one comprehensive data-center bill. Councilmembers pressed her on the prospects for indexing property-tax caps to inflation and whether revenue caps would gain traction; Rodriguez said many options are on the table but specific legislative text was not yet available.
Why it matters: Coppell’s priorities — especially street maintenance, a proposed Old Town special district and protecting sales-tax sourcing — will require early contact with local legislators and sustained outreach to committee staff, Rodriguez said. She recommended that the city finalize local language and coordinate with statehouse allies so local bills can be drafted and filed by sponsors in the House and Senate.
