The council discussed an application to reapply for water and sewer infrastructure funding for Lee and Franklin streets in coordination with an upcoming NCDOT repaving. The chair (speaker 6) said the city previously received sewer funding and is seeking supplemental water funding before the road project: "We did receive notification that the sewer grant was funded, at 6 about 6,500,000 on that project," he said, noting the value of submitting detailed scope items to gain points in the ranking system.
Staff described changes to the application process — it is point-based — and said showing the footage of mains to be replaced and including backup generator work for two critical pumps could raise the city's ranking. The chair said past applications placed the city in the mid-teens on the list; staff are preparing documentation and engineering details to improve competitiveness before resubmitting.
