"The goal is kind of a shared understanding and going into the next year," Gibney said when opening his presentation.
Gibney reviewed the role of SEPA as a procedural, informational step, the importance of using best available science in critical-area work, and common missteps such as overrelying on applicants or failing to document findings. He encouraged commissioners to take refresher trainings and to coordinate with staff and state resources (MRSC, Department of Commerce) to strengthen the county's record and decision defensibility.
