Randolph County Commission approves routine contracts, budgets and an appointment; denies a sheriff's office promotion

The Randolph County Commission, meeting July 15 in the Commission Annex, approved routine business and several contracts and budget revisions while voting to deny a promotion requested by the sheriff.
County Clerk Brenda Wiseman presented an Emergency Absentee Voting Policy and a $5,000 contract with Claytor Enterprises, LLC to prepare the county's annual financial statement for the fiscal year ended June 30, 2026; both items were approved by unanimous vote. "This is something that is done for every election," Wiseman said of the emergency absentee policy, which allows Ballot Commissioners to deliver ballots to hospitalized or nursing-home voters if requested the morning of the election before noon.
Sheriff Rob Elbon presented an Axon contract tied to newly purchased tasers; commissioners approved five annual payments of $11,941.75. A representative from Mountaineer Generator Service described a proposal for 24/7 monitoring and full-service maintenance of county generators approaching ~20 years of age; the FY27 maintenance contract was approved. Commissioners also approved several in-house and state budget revisions, moved to pay submitted bills and adjourned. Commissioner David Kesling moved to appoint Kenna Barger to the unexpired County Commission seat for the Tygart District; she will be sworn in at the August 6 meeting.
